Tradeshow samples: Too much of a good thing?

Is it possible that it's a bad thing to have people swarming a tradeshow booth at a show? Apparently so, according to Promo. It appears that Bath & Body Works has been getting so swamped with people coming to pick up samples of its admittedly wonderful hand cream at shows that it decided not to hand them out at the Motivation Show this year, opting instead to hand out sample-stuffed bags at the show's entrances.


I am not getting this: They want people to have samples, but not to come to their booth? If they're so overwhelmed with freebie-grabbers who aren't buyers that their salespeople can't sell, why not just up the staff at the booth? Anyway, it's an interesting article for exhibitors among us (me included).
